Interesting article at spaceref.com about how the Space Shuttle was was saved by one representative from Pensylvannia.

One paragraph early in the article...

Karth (D-MN) in particular was suspicious of NASA's claims for the cost of its programs. For projections of robotic missions, Karth once referred to such projections as "asinine". "NASA must consider members of Congress stupid idiots," he blasted.
