Sony Vegas: Rendering Size, how can you tell?

I have a video. Its almost 500MB, and its in 720P HD. I need to somehow take this video, bring its resolution under 800x600, and have the file under 100MB. How can I know how big the file will be when I mess with some settings? I'd like to know prior to rendering how good the quality is, and know the size.

Is this possible? If so, how?

Nero Recode can take the video and render it to the size you want while a slider bar can lock it to a certain file size. I *think* Handbrake can do this to? Either way you wont know what you end up with until its done, sorry.
