Sony PCV-RS100 can't reformat

I have this old windows xp computer that I finally have the time to fix and I can't reformat. It goes to windows loading (with logo) and then restarts. So I put in the recovery disc that i made before and it gets stuck at "Please wait" when it's initiating the recovery. What can I do?
 
probably has some hardware issues, or the recovery cd is defective. What happens with a vanilla XP disc - or a Linux Live CD if you don't have XP 'lying around'
