Interesting. I assume that Sony will still get their royalties though.

Sony Europe's developer relations manager George Bain has announced that future Playstaion 2 software will no longer need to be submitted to Sony for content approval. Bain said that the move makes the PS2 ?effectively an open platform.?

The news will mean that the eight-year-old console, which has sold 131m units to date, is likely to see a new wave of low-cost titles in certain territories. Bain, speaking at the Casual Connect conference in Ukraine?s capital of Kiev, cited examples from Russia and Indian developers which now free to "create low-development cost titles and release them in their market?.

Bain added that developers do not need to pay to become a licensed developer, but a development kit will typically remain an expensive necessity for small developers.
