Is it possible to scale down a processor to a lower speed to save battery power on a laptop with a desktop CPU?

I have a Sony GRS-700 that has a P4-M 1.8GHZ that has that option. My FRV-27 with a desktop P4 2.66GHZ does not.

Is it possible? If it is, what software should I be using? TIA.
