I have a SONY CCD DXC-151A camera that I use in a lab microscope. This camera has a video out port which needs a BNC cable. What I want to know is if there is any way to connect this camera to a computer and capture images from the camera? Is there a BNC to usb cable or something like that? or is there some hardware that i need in between the computer and camera?

You will require a video capture card of some description (USB, PCI, VIVO) and likely a BNC to composite cable/adapter.

whats a good cheap capture card to get that will work with this?

A quick search at newegg and I found these. I've never messed with video capture, so I can't tell you anything about these cards (other than what the specs/reviews say for themselves), but $20 seems pretty inexpensive to me. With what you're intending to use it for, I'm not sure that a more expensive card would be much better.
