Sony (Dell) Trinitron 21inch monitor problem/question

I have a 21inch Trinitron monitor (build in July 2000 according to the sticker on the back of it), I am having brightness problem with it, the picture is really bright, even when I adjust the brighness all the way down it is still too bright, it does change however when I use the brightness controller.
Does anyone have any idea what it could be?

perhaps your gamma is pumped up?
there should be adjustment sliders in your videocard's drivers.

or if you're sure that it's the monitor perhaps a repair shop can adjust the brightness for you. I think there were some internal controls that are not accessible outside the monitor.
