Since there is no layer4 (TCP/UDP) info in ip protocol 50/51 packets its hard for the firewall to figure out what to do with them. If you're using this for IPSEC vpn then there should be some kind of a "ipsec passthru" but it will only work for one session/tunnel.
It's for some remote mainframe access via IE that a customer is doing. They need UDP port 500 opened (IKE) and they also said they need ESP & AH has to cross the firewall as well. Opening port 500 didn't fix her problem. When I opened up everything for her internal IP address (outbound) the app worked again. I don't mind leaving her open like that but I'd rather just open up when she needs.
