My old motherboard did that too, and I could never figure out why. It was reminiscent of a failed overclock, but bios settings were intact after the "shutdown and restart". It wasn't a problem though, so I just lived with it.

I think i've had this problem before cause of a low/dead cmos battery
Does your date/time get all messed up if you leave it off for awhile ?

I had this problem in Windows 8 and if I recall correctly it was fixed by deselecting the “Turn on fast startup” power setting.

Control Panel -> Hardware & Sound -> Power Options -> Choose what the power button does (System Settings)

Did you connect the front panel connectors properly positive/negative?

Did you make sure there are no standoffs poking the mobo in the back?

Did you connect the PSU properly - firmly plugged in?

Latest BIOS?

Could you have power on by keyboard set and your keyboard is misbehaving?

Chock start is common on Gigabyte motherboard's sense X38, others do it also when overclocked. Could also be a sign of a bad over clock, the board reaches out to see what it has on it. Then if it see's something not right it will chock start, and try again.

My Asrock X58 Extreme6 does that when I overclock it. If it's not overclocked it will do a warm reboot (no shutdown) but once you kick it out of spec with an oc it does the complete shutdown/restart on a reboot.

Maybe yours is similar?

Yes, the BIOS is checking to see that the overclock is working okay, I believe.

That's the reason for the short shutdown.
