I think the real reason (and it is stated in the AP article (maybe a CNN page????)you quote, although you don't give the source) is that the US almost shut the satellite system down.
Plus, the system is only accurate for the US military - not for anyone else.

That's a link right under the quote. I'm pretty sure GPS is available to everyone. It used to be encrypted for very accurate positioning but I don't think that's even the case anymore.
 
They disabled the error factor in the GPS system, but reserve the right to put bogus errors back into the system in the event of war.
 
gps is accurate for everyone to about a meter last time I checked, that's good enough for me.

Unencrypted, you can still get military style six-digit grid positioning, IIRC. A six digit military grid coordinate is within 100 meters. If you need anything closer than that, GPS isn't the best tool to use anyway.
