Sometimes new files are locked in a shared folder

I have a few folders i share on a computer of mine and once in a while when there are new files I would not be able to open them on another computer and i would have to refresh the sharing by clicking on the check boxes off and on again. It didn't use to do this, all new files would just be shared like normal. Anyone know what does this or even what i'm talking about?
