Sometimes computer won't boot

A strange thing is happening to my parent's computer. Sometimes when it restarts or is turned on, it does not boot. What I mean by not boot is that the fans and power light in the case turn on, but the monitor screen remains off (the power light on it stays orange instead of turing green). I get no bios screen, not even a "beep." I can only shut it off by flipping the power switch on the power supply. When I flip it back on and try to power up again, it usually boots right up but sometimes it takes a few tries.

Recently, I put the computer in a new case that was a lot quieter than their old one and upgraded the hard drive to a larger one. I cloned their old drive with Norton Ghost onto the new one, then upgraded service pack 2. Everything worked fine for a few weeks and then this boot problem started.

I'm not sure what to do about this. I don't think it's a software thing and I don't think it's the hard drive. It crashes before it is able to even get to the bios screen. Any suggestions would be very helpful.

First thing I would look at would be the vga card.

If you have a spare, shove it in just to see, and at the same time, shove the one that is in the computer at the moment into a know working computer
