Something strange with Vista

My monitor and graphic card are HDCP compliance --I don't know if this has anything to do with it. But here is my scenario;

1. During PC shutdown process; it'll shutdown completely if the monitor is still on. Then turn off the monitor.
2. During PC shutdown process; if I turn off the monitor while the shutdown is still in progress the system doesn't completely power off. The power led turned dim; all fans are off; hard drive are off etc... Note: it's not in sleep mode because it doesn't wake up if I press any key on the keyboard. It'll reboot if I press the power reset button.

Any ideas?
 
It probably has to do with how it handles the HDCP protocol. Maybe its the last thing it deactivates and if the monitor is off it can't deactivate it right.
