Something REALLY wacky just happened - need advice!

Hi all!
I was trying to open a file in PowerISO, and suddenly the program started looping, like opening hundreds of times. I couldn't stop it, even with CNTRL/ALT/DELETE. I did a manual power off, but as PowerISO is a startup program, it kept opening immediatly when Vista started, and repeating the process. After about 40 minutes of this, I was able to kind of half stop it, and unistalled PowerISO. On reboot, my desktop is all messed up (Gadgets all gone, most icons look like white squares), and I can't access any programs. Clicking on any EXE. file opens a window asking for file association, as if its some new file type it doesn't know, and it reccommends Adobe Acrobat Reader! Going directly to the programs files and EXEs gets the same result. I can access IE, and other non-EXE files, like pictures and folders and what not. I can open a Word document and use it in Word, but I can't open just Word the program.
I tried to download CCleaner and install (even though its already on my PC), but when it goes to install I get an error and the "Adobe Acrobat" solution.
Any idea what happened? And what I can do to fix this?

Start up in safe mode and disable it in your startup.

Also..what about System Restore to a date before you installed the program?
 
Anytime a program does something like that I immediately hit reset and start in safe mode.
Try opening the drive in explorer then right click and pick properties. Tell it to check the disk for errors, it will say it can't do it now but will on next boot, then reboot. Sounds like some partially written/corrupted registry stuff. Which is why I have write caching turned off.

I tried the disk check on C drive, went through pretty quick, no changes at all afterwards. Still get the "open with" screen propting me to try Adobe Reader on all EXE. files.

I unistalled PI completely, so no worry about startup anymore. The problem didn't start after installing PI. I've had PI on my PC for maybe a year already. Is it too late for System Restore? Will that help now?
 
Yay! As I couldn't access in Windows, I used my disk to access repair, and system restore. Problem solved! Thanks anyway for the help!
