Something I've always wondered

Why are most gpu chipset on the underside of graphics cards? Seems silly to have it blowing down on your PCI cards and making a pocket of hot air. Why isn't it on the top so the back fan can exhaust it? Plus heat rises so it seems it'd be more efficient on the top.

(Yes, I know you can get chipset coolers, seperate or stock that blow air out a PCI slot, but that doesn't answer my question.)
