Something is wrong with my speed measurment!

I have the Nero burning Rom the HP 9100i and the Pioneer 16x DVD BUT!!
The DVD (in the speed test) of Nero is only 7x(no typo) Reading Speed WTF. I can hear that it's not rotating at the correct speed (It's very quiet usually it sounds like a vacuum cleaner)!
How should I fix that? Any suggestions or same problems?

BTW now it started to record at 4x because the speed measurment came out to be 4x (710kbs)WTF????????

Sound like something is obviously wrong with the drive so i agree
with chiwawa26 and return it.
