Something is using 24% of my CPU and I can't find out what it is

Like the title says, something is using 24% of my CPU but it's not listed in the task manager. The task manager shows the usage, but it doesn't show what's actually using it. Any ideas? Are there any programs out there that do what the task manager does, but better?
 
I downloaded Process Explorer by Sysinternals. According to it, "Interrupts" are what's using my CPU. That just makes me more confused than before 😛

I've tried rebooting.
 
I'd look in your Hardware Device Manager and select View Resources by Type on the Menu.

Look at your Interupts and check for Conflicts.
