something at my cousin's office is sucking up their bandwidth

And they have no clue, it's just a SB with some accountants. I think maybe 10 PCs and randomly there are huge spikes that fill all of their bandwidth. What's the easiest way for them to track this down? A cheap packet sniffer?

Simplest monitor I know is EtherApe.

Its free.

If you don't know how to use it. You can burn BackTrack to a DVD. Use that DVD to boot a machine on the network. Bring up your Ethernet Interface. Open a console window. Type "EtherApe".

Then, you should be able to see a graphical representation about what is going on with the network.
