Someone told me some story about Rumsfeld announcing on September 10th 2001 that the DoD was missing 2.3 trillion

Sounds like utter crap to me. 2.3tril would be almost 1/4 of outstanding national debt and more than 3 years of total defense spending allocations.
Here's a link from 2002. Approximately 1.1 trillion dollars missing at that point.

Ill give you a hint, both were secret programs, and both couldve easily pushed to 12 digits.

Black programs have their own budget. If I recall correctly it was something like 280 billion but I forget which year that was for. 2000 maybe.
So no it's not Black programs like the B2. All cash must be accounted for.
Even when Seal Team Six was a unit that did not exist on the books the money had to come from somewhere, so the cash was accounted for in other areas. $2500 hammers and $500 toilet seats etc... however the cash had to be accounted for.
This cash is not.

I did watch the Mckinney video---clearly a case where McKinney is asking exactly the wrong type questions when its apparent that this was supposed to be the congressessional comittee whitewashes Rumsfeld show. Worse yet, there is some unrefernced prior questions McKinney had asked asked Rumsfeld--with a prior promise she would get a written responce--that never happened.
Then on March 23. 2006 she starts in and dumps on Rumsfeld---and dumps--and dumps--I am a saying you go girl--hit em again hardere harder. And Rumsfeld is a bobbing ands a weaving--trying to call her a liar but its evident McKinney has the goods. Then they call in the calvary to save Rumsfeld--first some Gal who refuses to name how our DOD can have accounting systems that lose track of that much money--then they trot out some general to confuse things further--then the Republican committee chairman promises McKinney's question would be answered---exit stage left.
So here we are 32 days later------did McKinney ever get a real written responce from Rumsfeld?
And I have to hand it to McKinney----she does know how to ask just a few a questions that really get to the heart of the matter.

Maybe Osama is really working with the US government and was under orders to attack the US on 9/11 so that the attention of the public would be diverted from all that missing cash. It's brilliant really. Just as fiendish as how the US government continuously provoked the Japanese during WW2 and then allowed Pearl Harbor to be bombed so that we had an excuse to join the war without pissing off the citizens.

Steal trillions through DoD and Iraq expenditures. Bankrupt the USA via endless war, starting with Iraq. End the gov't as we know it. Use money to "secure" the people, and fill the vacuum, securing power. The new capital will be in TX.

Rummy looks down from high--and with the distain reserved for a retarded person answers with lie 2--the cheap scate congress never gave us proper accounting systems--so our computers don't talk to each other. This is supposed to make the question go away.
But only the truly dangerous ask that followup question Mc Kinney did--who has this computer contractt to supply computers that don't talk to each other?
Clearly its now the truth Vs. Rumsfeld--------but the acid test is--did Mc Kinney ever get the written answers she was promised?
