No it's not.

It has the same shader count as an "old" 9600GSO - 96 (9600GT has 64)
It has the same memory bus width as the "new" 9600GSO - 128bit (9600GT has 256bit)
It comes with two types of memory - faster DDR5 and slower DDR3 (9600GT has DDR3)
It's DX10.1 compliant (9600GT is DX10)
It's built on the 40nm process (9600GT is 65nm)

It has nothing in common with the 9600GT except that it's made by nVidia and is roughly in the same speed category :)
