No it's not.
It has the same shader count as an "old" 9600GSO - 96.
It has the same memory bus width as the "new" 9600GSO - 128bit
It comes with two types of memory - faster DDR5 and slower DDR3.
It's DX10.1 compliant (the older ones are "only" DX10)
It has nothing in common with the 9600GT.
