Someone PLEASE HELP! Direct 3D restarts my computer

I am frustrated beyond belief. When I run a direct 3d app, such as far cry, aquamark, or games like that, I get a restart. Most games still work though, like painkiller, doom 3, call of duty, ut2004 etc. Also, when I choose to "TEST D3D" in dxdiag, it restarts. I have re installed windows, reinstalled Direct 3d, reinstalled nvidia drivers (several of them) and I have tried another card in this computer. Does the exact same thing. I am lost....can ANYONE give me some pointers?

Forgot to mention, when I start up my computer, I am usually warmly welcomed by a "The system has recovered from a serious error" message!

Yes, AGP is set at 66mhz.

Also, I did use driver cleaner to clean out the old drivers. Now I am kind of worried that is messed something up, or removed something I needed.

This kind of problem can be hard to nail down... a couple more things to check/try out:

-Disable Fast Writes (if they're enabled)

-Set AGP aperture to a smaller size

Tried the AGP aperture and the fast writes off....still the same exact thing. I am wondering if I screwed something up when I did the driver cleaner. :(

could it be the power supply?
that would explain the running fine and then failing when the video card needs lots of power. do you have any other psus you could try?
