Someone I know tried to steal my sister's car???

I'm going to confront this loser and get his ass in jail. I thought this kid was a good kid, but he's disappointing me majorly. What would you do? BTW, his g/f lives next door to me. What happened was, my sister's car alarm went off, and so I peaked out and looked. So thi guy runs up my driveway (in an apartment) and gets into a truck and just sits in it. This lil kid was witnessing everything and said that the same guy closed my sister's door when the alarm went off and ran up the driveway then into the truck. So what should I do to bust his ass? Should I call the cops to harass him? I know where he lives as well. BASTARD. ALL THOSE THAT ARE A THREAT SHALL BE PROSECUTED! I'm going to install a wifi color security camera to record what goes on outside my driveway. I've lived on this street for quite some time and it just keeps getting worse. FVCKIN KIDS.
