In case anyone is interested, drbobiii at the neowin forums gave me the answer as follows.

If you want to be able to have all folders with that explorer side pane, you can go to Control Panel -> Folder Options -> File Types tab. Click on 'Folder' (NOT File Folder) , select Advanced, and set explore as default.
 
Right click the explorer shortcut or mycomputer shortcut (works for both) and select properties.
Stick the following into the target box:
C:\WINDOWS\explorer.exe , /e, /root, My Computer, c:

If your C drive is labeled "boot" use this instead:
C:\WINDOWS\explorer.exe , /e, /root, My Computer, boot:
