Someone explain this expiration date for me

So it's lunch time right now and I have an already-made pizza from trader joe's that I'm thinking about warming up. It has a label on it that says "best by 2/20" but I think that label is a bit ambiguous. Does it mean that the last day I can eat it is 2/20 or that by 2/20 it's no longer fresh, making yesterday (2/19) the last day it could've been eaten?

Cook it, eat it. You're fine.

Best By: means after that date, don't yell at TJ's if it tastes a little stale.

it doesnt matter does it. so suppose it means 1 thing, will it turn instantly bad the very second the clock ticks over?

"Best by" dating means you still have a good deal of time left before it's inedible. And once you've cooked it, it's all dependent on how it's stored.

Heat it up and cut a piece off. Offer "the last piece" to a coworker. If he/she makes it the rest of the day without shitting in their pants then you can have it for dinner.

"Best By" has no legal backing, it is a marketing thing. It gets you to eat it sooner than needed so you'll buy more.
