Actually, I dunno if they needed permits or not. My guess was that the ranger wouldn't just let you start scaling 75-foot walls without some sort of verification that you were competent in setting up and operating your safety equipment, so I just figured they had some sort of permit, but maybe you don't 🙂 This was in Altamont State Park in Tennessee. Might be different in NJ and NY.
We did some rappelling, too. One was a 200-foot drop. It's a heck of a lot of fun, although stepping off of a cliff is VERY hard to do.
Most places don't require anything. If you screw up I guess it's Darwinism. We did some rappelling too, there was the one that went inverted after the first 15 feet so over 100 feet of it was just dangling down on the rope without touching anything. REALLY cool.
