but instead of dollar bill serial numbers, you put in car VIN's that you get off people's dashboards and enter to see where they have been

loads of fun it would be 😛

you just need a few fields, the VIN, the city/state, the time/date you spotted the car, and if you want to get fancy , a way to upload a picture of the car that you took when you grabbed the VIN

yeah but plate #'s get changed when the owner changes and sometimes when the plate design changes; VIN's are forever.
