I'm guessing the resistance is high enough to limit the current enough to prevent overcurrent devices from opening.

The stabilizers are on concrete and the rebar below is just enough to start it flaming but not go into a full blown fault. That's probably a 13.8kV feeder which would bring 7.5kV (single phase to ground) with a few hundred amps. Lots of watts. :Q

A quick maaco paint job and some turtle wax will make it look brand new. ;)

I spent 30 years as a crane operator and saw a few people killed because of contact with electrical lines. (fortunately never on MY crane) Fires like that or like THIS are pretty uncommon. USUALLY, the electricity just goes to ground and electrifies the ground around the rig, and can kill anyone standing by or running away from the crane (drop in potential)
There are strict laws concerning the use of cranes around power lines, and things like that ONLY happen when people ignore those laws. (or OCCASIONALLY because of some kind of accident)

What kind of overcurrent device is used in powerlines?
