Some questions

I have two questions:

1) I notice dust is getting into some of my hardware components. obviously i cant use a vacuum on the hardware. Is there anywy "safe" way to clean the dust? and is there a way to prevent more dust from entering the computer?

2) My BIOS is locked, is there any way I can set my fan speeds?

1) You can buy pressurized air in aerosol cans to blow the dust out of your computer.
2) Search google for a program called Speedfan

1) I use a small dust buster that has a long and narrow tip, without touching anything sensitive.

Just open the case up and carry it outside and blast away with canned air.

I am always working on other people's computers and it's amazing how dusty
some get and how clean other's are when you open them up!
