Some questions concerning Windows 2000 Server

Well folks I know this really isn't something that Windows 2000 Server is intended for and it's really not going to be its primary use. The reason I'm using it in this fashion is because it's close to my Dish Network DVR and so I can simply just run some cables to its capture card from the DVR. This way I won't have to unplug the darn thing and haul it to my PC every time I want to capture video. I'm having some problems though and hopefully you folks can help out:

1) Even using the command mstsc /console /v:bigbox I can not seem to get the remote desktop to display in 32 bit color. Is this simply not possible? It has a card more than capable of handling it (Matrox G400MAX) so that's not the problem and I have the latest drivers for it and DirectX 9.0c installed. Yet full DirectX support does not seem to be there. Is it possible to capture without DirectX? I'm using a Pinnacle PCTV Studio for reference.

2) I'm looking to store captured events on a local fileserver and use the MMS server built into Windows 2000 Server to serve up streams to internal LAN users of these events. Will this be feasible or too slow for video streaming? I'd do it on local drives for the server but I haven't gotten the Ultra160 10K RPM SCSI HDDs I need yet.
 
I think one of the advances in 2003 server was the availability of 32bit colors in a TS Session, thats not available in 2000 server IIRC.

It's been awhile since I've messed with it so I can only give you the short answer on 2. 2000 Server's mmc functionality sucks, 2003 Server's is awesome.
 
Unfortunately I was able to get 2000 Server at a reasonable price, haven't been able to find a reasonable price for 2003 service. Any other software you folks would recommend for video streaming than the MMC server?

FFmpeg includes an "experimental streaming server for live broadcasts."

This is also Palantir which looks interesting and is considered stable.

I don't know anything about either of these though. Setting up a streaming media server on 2003 was easy as I remember it, and has some excellent capabilities. I also tried setting up a streaming media server on 2000 because that is what we already had at the time, but I never did get it to work successfully using the included software. I have not tried any of these 3rd party solutions though.
