I was leaving work and as I was walking out the back door I saw this car parked out back near the exit door I left from. I walk passed the car and I see that 3 of the 4 tires are flat. I guess this guy just couldn't read the sign

What's the speed limit? At 60-70 m.p.h. severe tire damage could culminate in a fatality ...he's lucky!

english is weird... so which is the correct one?

"Walked past" is correct in this particular case.

Examples:

I walked past the sign.
I just passed three cars.

Signs are usually posted on the right-side of the street - not the left.

As funny as the picture seems, I can see how the driver might have missed the sign.

There are NO situations in which tire shredders like that are used on high-speed roads.

You usually find them in places like airports. 30 mph max, and usually they're in places where the max people drive is 10-15mph.

My favorite used to be drive-in movie theaters with a trunk load of illegal aliens.
