some oc'ing q's

Ok. This is what i have:

p4 2.0 ghz fsb 400
asus p4p800
kingston pc3200 ddr 512mb
ati radeon 700

I'm new to overclocking so maybe you guys can help me out...
I tried oc by 5% to about 2.1ghz and my cpu temp goes up maybe 1deg C
What temperature should the mobo and cpu be MAX?
Also, can u overclock the video card? if so how?

Well, you never said what your temps started out at. Most people agree that a cpu temp under 60C is fine for a P4, and anything under 42C or so for the nb, for that board, is also fine.

If you really want to overclock the video card, try Powerstrip, Rage3D tweak, or RadClocker. If you can afford it I'd upgrade to a Radeon 9700 Pro\9800 non-pro or a GeForce FX5900 non-ultra or 5900SE.
If you aren't changing any voltages, then yo ushouldn't have to worry about the temperatures. If they're a bit high the first thing I'd do is make sure that any dust on the heatsink is cleaned off (assuming the setup has been running for a while). I've done this and decreased my CPU temperatures by 5C at times.
