I think that the Mods frown on talk about circumnavigating security/bandwidth caps on a network.

That being said, the easiest way to get around it is to buy your own dedicated network connection outside of your university. :beer:
 
Probably a packet shaper; if you can't take incomming connections, you're just going to have to hunker down and either buy some outside bandwidth, or get a Newsgroup account.
