Some idiot shot a bullet through his apt. floor

I'm a property manager in Philly. Driving to work today I get a call from the super in one of the buildings that a guy was cleaning his gun and it discharged. Shot through the apt. floor into the apt. beneath him. Cops were there at the time trying to get into the apt. underneath. Nobody was answering the door or the phone so they broke it in (door is SOLID, I have no idea how they kicked it in). Thankfully the girl that lives downstairs wasn't home at the time. Now I'm gonna try to charge the idiot upstairs for a new door, we'll see how that goes. I have no idea if the gun is legal or not.

I don't know if he was really cleaning it, that's just the story I got so far. I never spoke to the guy himself yet.
