There is good reason for the long delay. Canada has had a very public problem with cheating and coruptiuon in our lotto. They have put in place some draconian measures to make sure it doesn't continue to take place but I'm sure it still is. The problem was with retailers cashing in on their customers prizes. You used to be able to turn the sound off on the lotto machines and there was no strict policy in place that said you HAD to give the validation slip back to the customer. Now you have to jump through a lot of hoops in order to be able to sell lottery tickets. They do extensive background checks, take copies of ALL your ID, you have to give them your last 5 years worth of addresses, send then passport photos and more. I know this cause I managed a store that sold tickets for some months (no I did not cash in on anyones winnings). I'm sure there are still others out there cheating though.
And I mean come on I know it's harassment but you won 5 jackpots in 5 years! It may be statistically possible but that would look fishy to anyone. Some investigation is a good thing. Besides if you are legit you have 17 milllion+ fucking dollars!!!
