I wonder if you might be assuming that there were issues that were noticeable to the person or his family. You even said that he was practically catatonic at the scene, so I wonder what he's even able to perceive in such a situation. He might have just been lucky in the past and never got into a bad situation, so his family could never rectify it (or perhaps he doesn't have anyone).
In a way, maybe you can look at it as your bad situation will make it so the guy's inability to drive doesn't potentially cause an even worse accident involving serious injury or fatalities.
Are you kidding me? The guy was 93 years old! I'm 100% positive he had OBVIOUS signs at 80 years old. The guy pulled out a freakin' walker out of his back seat for God's sake. How is that for a sign?! He didn't get this way over night. This went on for MANY years until his luck finally ran out. So yeah, I find him personally responsible for not giving up his license when he bought his walker and also his family for not taking away his license. It took him running into someone to have it FORCIBLY removed. Be thankful he only ran into my car. If he would have run over a kid, I wonder if you'd still be making excuses for him.
Again, his lack of responsibility cost me a sh*t load of money, not to mention my time (which I also value just as much as my property). All due to his lack of consideration for the public's safety. The only thing he wanted to do was drive, F everyone else.
