Solving Fatal Exception Errors with Win98SE?

Any time I try to launch a downloaded program or restart (warm boot) my computer I get a fatal exception error occuring at 07D8:00000218. What exactly is causing this and are there any suggestions on a solution? Someone has suggested to me that my FAT32 is corrupted and I need to reinstall Win98SE, yet Scandisk detects no errors.I did try reinstalling the OS after renaming COMMAND.COM OLDCOMMAND.COM, with no luck.
Now the error occurs also after the Desktop launches, when I try to launch Internet Explorer (latest version with all the updates),or any other application it seems. If I press any key to continue I can, if I press Ctrl+Alt+Del to restart, the system just hangs and does not restart.The error message reads as follows: "A fatal exception OE has occurred at 0028:C16567DB in VXD WSOCK2(01)+0000373B,other times it occurs at 0028:C02BA67B in VXD IFSMGR(04)+00011D8.The currrent application will be terminated."I am then given the option of either pressing any key to proceed/restart by Ctr+Alt+Del.This time I also got an illegal operation reading as follows: "LCFINST caused an invalid page fault in module KERNEL32.DLL at 0177:bff88396."If anyone has a solution to these problems then please post it.

 
you might have dodgy RAM, is this a new computer or an old one with the problem just starting?

If it is new I would bet that RAM would be your problem.

try starting in safe mode and see if it still crashes
