Solved thanks

I tried to install a program from the internet. It was somekind of cd burning software for my Dreamcast. Well after I downloaded I went to install and immediatly after I pushed install a new icon popped up on my task bar next to my clock. In my processes it's listed as tcpipmon.exe. When I run msconfig and take it out of my startup list it comes back.
I end it's process in Task Manager it duplicates and still runs. I ran updated versions of Adware se, spybot, windows defender, and SUPER spyware with no luck. I can't find my windows cd ( I think I left it in a freinds computer when fixing) or I would just reinstall windows . PLease someone help me. Thanks Alot

Give it a shot through Windows Safe Mode.

If that doesn't work, there is no need to reinstall Windows, just do a repair install.

If you go to msconfig from the start menu, you can choose what applications you want to run on startup, including just the minimal. That should allow you to do full scans without anything trying to hide itself or prevent you from doing scans or updates.
