[SOLVED] Power Supply starts and stops fast using the Paper Clip trick

My power supply seems to be bad. I have tried doing the paper clip trip to jump the green and a black wire but my power supply only starts up then shuts off within a second no matter how many times I jump it with the clip.
Is there a way to fix the supply or just go for a new one?

I bought it in August 2013 and it was actually only powered on maybe 2-4 hours a week so it was barely run, certainly never constantly powered up for even a day at a time.

SOLVED
I brought the power supply over to my neighbor who is an appliance repair technician and he examined it with a VOM and discovered that the power ON OFF switch [-O] was broken and causing intermittent connections so he simply cut the wires to the switch and joined them with a wire nut to make it permanently connected ON and it works great now. No problems at all. Seems that the switch is real El Cheapo quality. I have my computer plugged in to a power strip so its not a problem having the power wired this way.
Made my day as I saved having to spring for a new power supply.

Some will not start without a load on the unit, plug in a few hard drives and fans. The try it, why are you using a paper clip to begin with?

Also I found that the power supply trips off occasionally and by jumping it with the paper clip it will reset and start working again which is why I was trying the paper clip in the first place.
