A few days ago, my computer started stuttering/lagging in games, no matter the settings. I then noticed that everything on the computer overall seemed to be running a bit slower. The strange thing is, when I try to solve it (some key examples are below, though even smaller things would have the same effect, like deleting minecraft files), then shutdown and restart, the computer would run perfectly smoothly again. However, after a short while (maybe 1 hour, maybe 5) the slowness/lag would return.
Here are some of the key things I've tried:
TL;DR: The problem almost certainly isn't malware or any other software issue (99.9% sure). It also almost certainly isn't overheating or a problem with the gpu, the memory or the storage (again, 99.9% sure). BUT PLEASE PROVE ME WRONG IF YOU CAN SOLVE THIS!
 Checked+tested cpu+gpu temperatures extensively, they're both nice and cool.
 Run multiple Bitdefender Full Scans, nothing came up.
 Performed a full clean install of Windows 10 64-bit, removing all self-installed software.
 Ran Tronscript in Safe Mode w/ Networking
 Tested gpu+ddr3 memory in friends computer for a long period, both worked perfectly.
 Tested each stick of ram individually, lag was still there.
 Unplugged hdd and tested only my ssd, the lag/slowness was still there. Then tested my friend's ssd with my hdd plugged back in and the lag/slowness seemed to be gone, but it came back after about a day. Because fiddling around with the ssd worked for quite a while, I thought that was the problem and went and bought a new ssd. Unfortunately, the lag/slowness came back.
 After installing the new ssd, I installed Windows 10 64-bit from a usb, but the lag/slowness was still there.
