That is very odd. I have the same board and have had no issues at all running at 4.3 with RAM at 1600. I can get to 4.5 easily as well, though it's a little too hot for my taste, so I keep it at 4.3. If none of the tweaks work, I'd try an exchange. That's certainly odd, though.
 
Solved. I'm an idiot. The processor was throttling due to heat and I didn't notice PROCHOT option was missing in the FC BIOS.

Well, under Prime95 it reached a scorching 40C as my measured by realtemp. This "touchbios" thing is about useless, so I guess I'll have to drag my server out from its comfy hiding place and actually hook it up to kb/mouse/monitor, always a pain...

Unlike your issue, though, my CPU isn't idling at the right speed. It simply always runs @ 1.6 Ghz.

Well, now I am going to fix it because it is bothering me again! Thanks for that 😉
