[Solved] Computer suddenly takes a long time to boot

I'm on Windows 7 and it's stuck on the Starting Windows screen for about 30 seconds before starting. I hear the hard drive do the click/power on sound then it works. It's an SSD. Safe mode also takes about 30s before loading.

I was messing with the fan settings in the BIOS around the time this happened. I reverted back to defaults to test but the problem persists. Only other thing I remember doing was creating a system restore backup.

I saved the backup on a second hard drive. When I try to do a restore, I can't choose the hard drive; it only lets me browse network location.

Edit: I updated to Windows 10 and it seems to have solved the problem.
