[SOLVED] Bizarre bug: upload is back to normal only after I reenable network adapter

I am using Windows 10, 64 bit.

Recently I installed the Fall Creators Update. Then after a while I noticed my 50 / 5 Mbps internet (5 Mbps = max 700 KB/s upload speeds) dropped to max 230, 240 KB/s when uploading to Google (Youtube and specially DRIVE). At first I thought this was my ISP or Google servers. However all issues were apparently fixed and the parameters from my modem are all fine.

Also all speed tests showed 50 / 5.

But this issue of uploading remains, with max 230 KB/s speeds to Google. Since I only updated Windows, this could be the culprit. Then I followed these tips:

This is the network adapter I am using: Realtek PCIe GBE Family controller. It looks like the last version. I did what was suggested there, to disable all options except FLOW CONTROL.

What I am experiencing now is this bug: when I restart Windows and try uploading to Google Drive the max UL speeds are 230 KB/s. According to this software:

Wrong. If I restart Windows I face the same 230 KB/s UL speeds again. The odd thing is that if I log into multiple Google accounts and combine them I get max speeds. However it would be like this:

Account #1 = max 230 (or less)
Account #2 = max 230 (or less)
Account #3 = max 230 (or less)

What should I do to fix this bug? Reverting back to a previous Windows 10 version isn't possible. This is a bug that reduces the max UL speeds for Google Drive and that fixes it if I disable/reenable the network adapter. But I would need to do this every single time I use my computer, and I don't want that workaround.

Your first post seems to indicate Speedtest tests still show you getting your advertised upload rates, is that accurate? What specific Realtek NIC and driver do you have? Do you have another computer on your LAN that you can copy data to? Is that effected too?
