Solution for setting up a small public hotspot

I've setup solutions using noip and monowall before for public access, these require a computer to sit running all the time though. What I mean by public access is that anyone can access it but they have to agree to a license agreement first.

Is there a good access point or router that exists for a low cost that can do this by linksys, cisco buffalo, or whatever company?

There are some routers out there that are purpose built for exactly this. I think dlink or netgear has them.
