Solubility Question

Lets say I have two substances, both at 0C, one with a solubility of 122 and another at 1.67. This is is g solute/ 100. g H2O.

The 1.67 would be more soluble in water since it takes less grams of it to reach the saturated level, correct?
 
Are these assumed to be saturated solutions? If so, the 122 has more SOLUTE per SOLVENT, meaning it is far more soluble.
