Soltek SL-75DVR not working?

Installed this board with a 1.4 266, 256 megs micron 2100 ddr, soundblaster x-gamer, creative 52x cd-rom, thermaltake dragon orb cooler, Maxtor 40gig hd, Antec 300watt PS. Visiontek GeForce 3 64 megs.

I had the system up and running with Win ME for a couple of hours and then the floppy stopped responding. I could not access it at all. It would then not let me shut down either by start menu or ctr, alt , delete. When I hit the reset button it started to reboot but beeped once and only got to the startup screen with main processor speed and memory testing, press DEL to enter setup. This is where the system stays though?? I cannot use a boot disk or reflash the bios. I have tried reseating everything to no avail?? HELP!!!!!!

:disgust: I have tried everything I know to get this thing working. I have no shop in town that can test the CPU, MB, or ram to see what is wrong? My guess is it's the MB but it's a long way from Netlink in Vancouver where I bought it. I need to mail out the part so I want to make sure that is what is wrong first... Does ANYONE have any Idea's or suggestions on what else I can check?

Unplugged all my system fans and Voila!! I was able to get into the BIOS.. Obviously the ANtec 300 watt PS was not sufficient to power this system up. I am going to look for a PS over 400 watts and see how that does.
 
The Antec PP303X 300watt PS should be powerful enough to handle most of your power needs. I currently have a PP303X 300watt PS running my Iwill KK266-R motherboard with a AMD Thunderbird 750 o/c 1100mhz. I have 3-7200 rpm HDD, 1-CDRW, 1-DVD, 3-120mm case fans and a GTS2 Ultra connected without any problems.

 
How would you check for the short? Whenever I unplug the case fans it boots. I also found that the soundcard and network card would stop the boot. Just leave the GeForce 3 card in and it's fine, add anything else and it will not boot. Same with the fans??
