Sold a GPU on EBay

(I don't know where to ask this question, and this is the community that I trust the most, but if there is a better forum please direct me.)

I just sold a Video Card on Ebay. I went to send an invoice and I see that the buyer is in the Dominican Republic and has no buyer or seller rating; not a single purchase or sale. I wrote in the item description that I would not ship outside of the U.S. in order to avoid scams.

Is this a scam? I have done some stuff on EBay, but I am by no means an expert about this kind of thing. I would very much appreciate any guidance or suggestions on this matter.

I avoid non USA buyers. Quite frankly why would you want to sell it out of the country? They don't have video cards over there?

U are such a scammer.... nvm.. I dunno how... but Dominican Republic isnt like US and such... maybe u can get a lot of trouble with mailing... but at least isnt like Cuba lol!!!!

Cancel the auction to get your final value fees back, then do a 2nd chance offer to the 2nd highest bidder if there was one. If not or he won't buy it relist.....

Doesn't work. I use that and also state in the auction in real big letters "NO INTERNATIONAL BIDDERS".

People still bid from zimbabwe, japan, etc.

The moment you see someone placing a bid that is not listening the auction rules simply remove said person.

It was 'Buy it Now', not an auction. I will cancel the transaction and relist it, and this time I will check the appropriate box rather than just stating that I won't ship outside of the US. I appreciate the assistance. Thank you.

Have you contacted them? Perhaps they want you to send it somewhere in the U.S. for them. Seems like you should be safe as long as they pay up front.

I just sent them an email to cancel the transaction. It seems I have to request that they cancel it, or at least I have not yet found a way to unilaterally cxl, though I am still searching the EBay options. My concern is that I don't know enough about how these scams work, and I think I recall hearing something about PayPal holding the money for 14 days in case of disputes. I guess I feel that I am outside of my knowledge/comfort area, and am being cautious.

You can mutually agree to back out of the deal, then apply for a final value fee refund.

Pain in the ass, but you won't be out anything.

I sent Ebay an email too. It is a pain in the ass, but I guess it is my fault for not finding and clicking the No foreign buyer box. Live and learn!
