Are there any SOHO badwidth limiting routers? If not what is the cheapest commerical grade model, and if I were to use a spare pc with linux on it, what version of linux and what software would I need, thanks.

 
There's a Linux distribution called Wondershaper I believe that is designed to be very easy to use specifically for this purpose.
