Software/Util to cap network traffic?

Can someone recommend any (preferably free or cheap) network management tools, specifically to limit traffic to certain local IP's and ports? Or would this have to be a function of the router/switch?

I'm looking to limit the amount of traffic coming from certain machines on my home network. I dont want 1 person hogging the entire network with a P2P program or something. I know how to block the port entirely or even the application etc (zonealarm), but I dont want 100% blocjage. I want to cap them at a certain speed. Priority rules would be nice too so P2P priority is the lowest.

netlimiter can limit traffic on Windows machines, I think. Limiting traffic to a machine by a utility on that machine is difficult, at best.
 
End Users can either use a limiting application (as mentioned above), or a Router that is Qos capable.
 
Thanks. I'm really not surprised that there aren't alot of easy to use options out there. I guess I'd have to set up some sort of proxy?
 
Actually, a Linksys WRT54G running dd-wrt firmware can do exactly what you're asking for

you can pick them up for $55ish from amazon (make sure you get a wrt54gL) dd-wrt is free
