Software USB disconnect/reconnect

A very annoying bug in Alcatel USB modems is trying my patience.

Everytime I connect or disconnect a USB device (e.g. hard drive/MP3 player) the modem drops the connection and disappears from the USB device list with an 'unsafe disconnection' warning.

In order to reconnect I have to pull the plug on the modem and plug it in again then let its drivers reload.

Similarly, after USB charging my MP3 player, I have to pull the plug and reconnect if I want to upload/download anything from it.

Is there anyway to achieve the same effect via software?
 
Install a USB Powered hub might help. Make sure that the hub is powered seperately with an AC adapter. Then plug them into it.
 
Already have a powered hub - it just makes the problem worse.

MP3 player doesn't work properly on the hub, at least it won't charge properly. If you start charging, about 2 minutes later the MP3 player spnotaneously disconects and reconnects (so stops charging and starts using battery) and nukes the modem at the same time.
 
Do you have the little icon in the tray for disconnecting removable stuff? I have the icon on both my 98 and XP machines.
 
Yup, the icon is there.

Doesn't help though. If I shutdown the HD or the mp3 player with the icon, the modem still disconnects with an 'unsafe device removal' error.

And even if I shut down a device using the icon, I still, physically have to unplug the cable and reconnect in order to reactivate the device.
