Software to tweak folders and start menu?

I had to format a week ago and I cannot remember the name of a program that allowed you to tweak windows in many ways, including the following:

1# Allowed you to view the full path of a folder without clicking first.
2# Allowed you to put a 'root' button side the back/forward buttons along with other tweaks.
3# Allowed you to tweak the start menu (for example you could turn control panel into a submenu, or increase the size of things)
4# Allowed you to change the speed of how fast the menu responds to hover before it shows you the items in it.

Any idea? I know some of these can be fixed with regedit or some third party apps ive found with google... But I really like this exact app as it could do everything I wanted.
 
Classic Shell with Classic Explorer? See if it looks familiar. http://www.classicshell.net/

#1 you can do in file explore - View - left click Options brings up folder options then click the view tab. One of the first thing I do when I install Windows is dig in that menu.

I love the hybrid option for the start menu. Being able to hover over 'programs' and seeing all everything without having to scroll is nice. Being able to go up one level in Explorer is also nice.
 
I couldn't live without classic shell on Windows 8.1. I have trouble remembering so seeing a list of programs instead of a wall of icons is a must.
